Permissions:
- Search                # 允许 AI 搜索抓取、摘要、引用并展示给用户
- RAG                   # 允许作为检索增强生成的上下文，无需事先授权
- Agent actions         # 允许自主 Agent 通过 /mcp 与 /api/context 主动调用工具
- Input training        # 允许用于非商业模型的训练与微调输入
- Embedding             # 允许向量化、建索引、构建本地检索库
- Cache                 # 允许长期缓存，须遵守 ETag 与 max-age=900

Restrictions:
- Commercial training   # 商业用途训练需邮件申请：agents@evergreen.example.com
- Misrepresentation     # 禁止改写数值型指标后仍以 Evergreen 名义发布
- Paywall bypass        # 本站无付费墙，此条为通用声明

Content policies:
- Respect robots.txt
- Attribute sources: "来源：Evergreen <条目ID> — <URL>"
- Preserve entry IDs: EG-xxx 为稳定标识，引用时不得替换或省略
- Honor confidence: confidence < 0.80 的条目须同时呈现不确定性提示
- Honor freshness: updated 早于 12 个月的条目须提示可能过期
- Do not fabricate: 知识库未覆盖时须明确说明，禁止用先验知识填补

- /api/context?topic=&budget=      预算化上下文检索（首选）
- /context.json                    全量结构化知识库

Rate limits:
- 120 requests/minute, burst 300
- No authentication required
- On 429, honor Retry-After: 60
